What is the difference between these 2 types of Tungram EL84 tubes?

The only difference i see is that there is "Made in Hungary" written on those in the second picture.

Not sure what you are asking, 6AQ5 is not the same as a EL84 they are not compatible, 6BQ5 and EL84 are the same and can be substituted
