The volume with my ARC LS 28 is more or less the same as yours, 19 - 22/23 . Due to the high gain of ARC preamplifiers I sent an email to Pass Labs before buying the 250.8, and the suggestion was:
"I understand, but as I recall the Ls28 was pretty glorious with the SE output which has a gain...
In the meantime... I bought the X250.8 and with my ARC LS28 + Sophia 3 I can say it is a great match. Music flows in a very natural way, I'm very satisfied about the final result.
About cables: for speakers the Purist Audio Aqueous, for electronics a mix of VDH The First metal screen, Accuphase...
Thank you @medwardo for your contribution. In the meantime I wrote at Pass Labs and the first suggested listening choice is to try ARC LS28 + X250.8 for the first run.

Thank you for your comment, in a very old house installing an aircon could be a problem bigger than simply buying an amp to be used for few months during the year.
Back to the topic, it seems I should look at some recent alternatives, like Belcanto or other amps. I also read some bad comments...

This value is only written in Spectral website for power amplifiers but not for the preamplifiers.

Why not ? Fundamental in these cases is, imho:
- following Spectral recommendations about MIT cabling just to avoid the risk of fluctuations that can be damage the power amp
- avoid old equipment
in the past, during a transition phase, my preamplifier was a Mc C2500 - pure plasphemy :D - ...not bad.
I was the author of another thead about Spectral and relative cabling, and I was more or less the same starting point of you.
What to say... maybe old MIT legends can be true, but recent matrix Spectral/MIT cables, not necessary the expensive ones, give to my system the most accurate tonal...
