My D'Agostino Momentum S200 amp has an output impedance of .28-.29 ohms.
I'm looking at a tube preamp that is rated at <200

These are both very low...I know of the ten times rule...someone care to weigh in on these numbers?

The "ten times" rule applies to output impedance of the preamplifier and input impedance of power amplifier, not output impedance. The Momentum have high input impedance (> 200k, as far as I could see) , any preamplfier will be able to drive it . But you should check for the presence of DC in the output of the preamplfier - some tube preamplfiers have residual DC in their outputs and the Momentum's are DC coupled.

Normally tube poweamps have 100K input impedance while SS poweramps have 50K or lower some of them as low as 10K. Most tube preamps are built to match a tube power’s 100K input that’s why you should look for the one which has no difficulty driving low impedances like 10K. The impedances I mentioned for single ended inputs and outputs.
