No question. The key driver of most projects at Microsoft is the competition. They study them intensely and people get beat up until they match their capabilities . Chrome is a strong strategic threat to Microsoft since it also brings with it the default Google search. So competing with it is far more important than it would as a browser.
I just check our site stats and IE is barely holding on to its lead of 35% vs 27% for Firefox with Safari at 23%. Chrome is trailing at 14%.
