So this is a hmmm question, does anyone know if this exits and if it doesn't does anyone know an electric engineer or hobbyist that wants to build it.

I am hoping to find a 12v trigger, that can be activated/deactivated based on the presence of a data stream. Oversimplified if the bytes received over a time period <x trigger a relay to apply off signal and vise versa if the bytes received over a time period. Ideally the device is inline and transparent as it doesn't need to decode or anything just see if there is a data stream and trigger the relay.

So first question is does anyone know if such a device exists, and if not does anyone know how to build one (in a way not to degrade the signal).
