In Holland smoking and growing 6 plants is legal , selling it in a " coffeeshop" is legal as long as the shop hasn't more then a certain amount in stock , so the shop has to be resupplied several times a day .
Its not 100 % legal without any restrictions , but as I read the story it isn't without restrictions overthere either

You re not allowed to take it across state lines , but it might affect tourism a bit as there are quite a few young people from the us and Canada sitting and smoking in the coffee shops .
Illegal home growing is quite common overhere , as this euro disaster crisis is continuing and people want extra income.
But you re right off course it hurts our export
