It appears the "announcements" are being posted by one person, linking to his own e-zine website. How much if any of this is tolerable is not clear, but I would not wish to see this site go in a similar direction as ultrahighendforum.com, the site from which our esteemed moderator oneobgyn and many others exited. Perhaps the only step needed at this time would be to ask that person posting such "announcements" to refrain from doing so.
