Well, that list was extremely different from my experience. I have only visited 18 of them and nope...doesn't even remotely correlate with my experience. And I am a very friendly tourist. Actually, I usually are more disturbed about other tourists than the people living there.
 
Like I said in my opening post; the best expert traveler is the one you know best...yourself.
And if you don't live already in/near the best city in the world, don't despair...next year (2020) it might be your turn. :)

No. I have been there for business a couple of times. always get lots of friendly girls offering help when you are walking back to the hotel from the office or nightclub

Then Kuala Lumpur is well represented by being number two best friendly spot in the world. :)
 
Manchester and Glasgow, so friendly, where the inhabitants smile as they remove you from your wallet and watch.
 
Bob, they'll take your fillings. We Brits are a resourceful bunch.
 
It's all friendly and family fun time watching sports and and dancing in the stadiums.
All good fun time ...
Outside the stadiums make sure you lock your wallet with a chain to your pants.
And if you happen to meet people without their pants on you can always take them for a ride in the stadium running during the game, so all is not lost and everyone is having a good friendly time. :D

I won't post a video as I'm sure you saw some. The referees running after the no-pants runners across the field and all the players and audience having a friendly good smiling time.
So, all in all Glasgow has its friendly glow.
