Exactly. I wish I could easily find more of the research that has been done expanding on what is in that Wiki article. The one month in three is to allow better training at lower elevations; competition is timed for weeks 2-4 after return to sea level.
You know it just dawned on me the obvious inconsistency of the USADA in ruling against Lance Armstrong. Is anyone aware where eyewitness testimony or anecdotal evidence has been accepted in the face of a positive PED test? The test has always rained supreme.

Exactly! This would be like 5 guys saying they saw you driving under the influence, even though you passed a sobriety test administered by a police officer, and having the court pursue the case. The sad part is that the USADA is a private, non-government "company". I really don't understand what gives/gave them the authority to pursue this in a manner "above the law".

It would be interesting to see where they derive their enforcement power. He is a professional athlete not subject to the tyrannical rule of amateur athletes. As I have previously posted TdF guards its' authority jealously. If TdF differs with USADA I think I know who would win.

As a quick trip to Wikipedia will reveal, the USADA has multi-year contracts with a variety of governing bodies for US sports, such as the USOC, USA Cycling, USA Track and Field, etc. Its "authority" thus derives from the authority of those bodies and is limited to activities within their jurisdictions.
See my prior post in this thread. It stands tall. I've been a competitive cyclist for years and have raced against some suspicious riders. Like small guys riding away from me on the flats when I'm in peak form (I'm a large rider, with a large motor, 6'2' 182 lbs at race weight). How could they do this? Now I know exactly how they did it.
