Actually if you read Tyler Hamilton's book, using EPO didn't even out the playing field. Some riders got more of a power boost than others depending upon their baseline hematocrit levels. And not everyone obtained the same effect from EPO, perfluorocarbons, steroids, etc. But again, EPO was really the only one without any significant performance compromises.
You have to read the book to get the big picture eg. Year 1: You're happy to be on a Pro Team; Year 2: You're trying to get in the best shape and obtain some "A" or "B" results as Hamilton describes them; Year 3: You realized that despite your best efforts, you're being trounced and have to make the decision whether or not to dope.

I never thought there was a conspiracy. I would hope this would show drug tests are not infallible. That's an issue I have been fighting for a long time.

IIRC, WADA sprung the isotope ratio test on them for the detection of exogenous applied testosterone. This test is much more sensitive since normally testosterone cream has about a 24 1/2 life and evades the epitestosterone/test test.

That's true, but some have more fast twitch and others have more slow twitch muscle fibers. Some will sprint better and some will go distances better. That's what makes the difference between athletes. Some are better at some things than others. Some have better coaches, so they do better. It's the sum of all the factors that makes the winner. You wouldn't say at the end of a race that cyclist X lost because his coach wasn't as good as cyclist Y and make a formal complaint because of that. . . .
It's a level playing field because everybody has the same opportunity to avail themselves of whatever they chose to use-and they do. Some people have better bicycles and coaches, some have better vitamins, some have better food, some have better steroids. They are available to all. They should be free to use whatever they desire to build their bodies. Yes, there are prices to pay for using certain materials and I have mentioned them in prior posts.
