It depends on the culture of the organisation. If they know that this manager is disruptive to the staff AND they are concerned about their staff morale then they will look on this manager as the problem & will try to deal with him rather than looking at you or the rest of the staff as the problem.
So I guess you need to evaluate the corporate culture & take a very concious decision about this. Hopefully they are concerned
