Yep. Progress can't win for getting it from both sides. The liberals don't want to do anything that has any environmental impact, and the conservatives don't want to do anything that isn't private, ie: doesn't earn a profit in very short order. The middle? We're all for it as long as it's in somebody else's neighborhood.
So the roads and bridges crumble. New infrastructure for the long-term growth of the nation? Doesn't have a chance.
