The theoretical complexity is correct, but if you do it according to the manual (toggle the switches in the suggested sequence and just leave them engaged if they have a benefit), then the 1,5 million combinations are reduced to max. 39 exercises until the final result is achieved.
Using all switches in an engaged position can mean less improvement than possible, as an overcompensation of not existing radiation can limit the potential.
